About North Yorkshire Safeguarding Children Partnership (NYSCP)

North Yorkshire Safeguarding Children Partnership (NYSCP) brings together senior leaders from across the local authority, police, health and wider partners to ensure that children and young people in North Yorkshire are safeguarded and their welfare promoted.

We are a strong and ambitious partnership, with a clear focus on improving outcomes for children and families through effective multi-agency working, robust challenge and a shared commitment to learning and improvement.

Our work is underpinned by the Being Young in North Yorkshire Strategy 2025–28, which sets out our priorities for children and young people, and the Multi-Agency Safeguarding Arrangements (MASA), which define how we work together to fulfil our statutory responsibilities.

About the role

This is an exciting opportunity to join a high-performing safeguarding partnership in a role that sits at the heart of strategic development, assurance and improvement.

As a Policy and Development Officer, you will play a key role in supporting the delivery of the Partnership’s strategic priorities, ensuring there is a clear line of sight between partnership activity and the difference it makes to children and families. You will work across a complex multi-agency system, bringing together learning from audits, reviews, data and practice to inform policy, strengthen assurance and drive improvement.

The role offers a unique opportunity to influence practice at system level – shaping how partners work together, how learning is understood and applied, and how safeguarding activity leads to meaningful impact.

What you will be doing

  • Supporting the delivery and monitoring of the NYSCP strategy, ensuring priorities are translated into effective partnership activity
  • Co-ordinating and contributing to multi-agency audits and reviews, using learning to challenge, improve practice and strengthen assurance
  • Developing policies, procedures and guidance that reflect current legislation, national reform and local priorities
  • Designing and delivering engaging multi-agency learning and development opportunities, using creative and accessible approaches
  • Communicating safeguarding messages and learning across the partnership through a range of formats, including digital and web-based approaches
  • Building strong relationships across agencies, supporting collaboration and constructive challenge
  • Ensuring the voice and lived experience of children, young people and families informs policy, strategy and service development

About you

We are looking for someone who is motivated, curious and committed to improving outcomes for children and families.

You will bring:

  • A strong understanding of safeguarding, partnership working and the policy environment
  • The ability to analyse complex information and translate it into clear, meaningful insight
  • Experience of developing policy, delivering learning or contributing to service improvement
  • Confidence in working across professional boundaries, influencing and building relationships
  • Strong communication skills, including the ability to present information in creative and accessible ways

You will also be comfortable working in a fast-paced environment, able to manage competing priorities and apply a whole-system perspective to your work.

Why join us?

This is an opportunity to:

  • Work at a strategic level across a whole safeguarding system
  • Influence how partners work together to protect children and improve outcomes
  • Be part of a supportive and forward-thinking partnership
  • Develop your skills in policy, assurance, learning and system leadership

If this sounds like the next role for you, please contact Kathryn Morrison, Business Unit Manager for North Yorkshire Safeguarding Children Partnership Kathryn.morrison@northyorks.gov.uk   for an informal discussion.
