The York and North Yorkshire Combined Authority was established in 2024 and is a public sector organisation with the powers and funding to improve transport, support housing delivery, boost skills, grow the economy and help the region transition to net zero. The Mayor also has responsibilities for Policing, Fire and Crime. The York and North Yorkshire Road Safety Partnership brings together organisations responsible for improving road safety across the region. Established in 2004, the Partnership provides a collaborative forum through which partners share expertise, evidence and resources to deliver a coordinated approach to reducing road deaths and serious injuries.

The Opportunity
Every year, people are killed or seriously injured on the roads of York and North Yorkshire. We believe that even one death is too many.
We are seeking an ambitious and influential strategic leader to drive the development, governance and delivery of road safety priorities across York and North Yorkshire. This is a unique opportunity for an experienced policy, governance, assurance or partnership professional, with an interest in or understanding of road safety and public policy, to shape regional strategy, influence decision-making and help deliver lasting improvements in public safety outcomes.
Reporting to the Director of Transport, you will lead the development and oversight of road safety strategy on behalf of the Combined Authority and the York and North Yorkshire Road Safety Partnership. You will establish and maintain a robust governance and assurance framework for the Road Safety Partnership, implementing new structures, processes and reporting arrangements that provide clear accountability, effective scrutiny and oversight of performance, risk and delivery across partner organisations.
Acting as the Combined Authority's lead adviser on road safety strategy, you will provide expert advice, challenge and assurance to senior leaders, elected members, partnership boards and stakeholders. You will use evidence, insight and performance information to help shape policy, priorities and investment decisions.
Working closely with colleagues across the Transport Team, you will ensure road safety is embedded within wider transport policy, planning and investment decisions, including the Local Transport Plan.
The role requires close collaboration with a wide range of partners, including North Yorkshire Police, North Yorkshire Fire and Rescue Service, Yorkshire Ambulance Service, City of York Council, North Yorkshire Council, National Highways and other regional and national stakeholders. Success will depend on your ability to influence, build consensus and bring partners together to deliver shared outcomes and meaningful reductions in road deaths and serious injuries.
What You Will Bring
- Significant experience of developing strategy, policy, governance or transformation programmes within a complex public sector, regulatory or partnership environment.
- Strong governance, assurance and stakeholder management skills, with experience supporting boards, committees, partnership groups or senior decision-makers.
- Experience of establishing governance, performance or assurance frameworks that drive accountability, transparency and continuous improvement.
- Demonstrable ability to influence, challenge and build consensus across organisations to achieve shared outcomes.
- Experience of using evidence, insight and performance information to inform policy development and strategic decision-making.
- Experience of performance management and delivering measurable outcomes through partnership working.
- Excellent communication and relationship-building skills, with the ability to engage and influence a wide range of stakeholders.
- An understanding of road safety, transport policy or a related public policy area, together with the ability to apply evidence-based approaches to improving outcomes.
