What posts are being recruited to?

 

North Yorkshire Council is recruiting to a vacancy on the Independent Remuneration Panel.

 

What is the Independent Panel on Members’ Remuneration?

 

The North Yorkshire Council Independent Panel on Members’ Remuneration is made up of 4 independent individuals who review the Council’s Members Allowance Scheme to ensure that payments to Councillors are set at the appropriate level.

 

What is the Panel for?

 

The Independent Panel on Members’ Remuneration has been established:

 

·       To consider issues relating to Members’ remuneration and expenses

·       To consider representations

·       To make recommendations and provide advice to the Council.

 

Who appoints Panel members?

 

The Council appoints members of the Panel and provides administrative support.  The Panel is an independent statutory body.

 

Does the Panel take up individual issues relating to pay and reward?

 

The Panel focuses upon broader concerns and does not normally comment on individual issues.  However, it is able to raise issues of a more general nature with Council officers.

 

How often does the Panel meet?

 

Normally, there will be about 5 meetings a year.  Members may also attend site visits, workshops, training events and conferences as appropriate.

 

Main Panel meetings are normally on weekday mornings at County Hall, Northallerton.

 

 

Are Panel members paid?

 

Yes, An annual allowance of £978.30 is paid to the members of the North Yorkshire Council Panel and £1,304.40 to the Chair of the Panel.

 

Members may also claim reasonable out of pocket expenses incurred as part of Forum duties including travel, subsistence, childcare or care of other dependents. 

 

Who can apply to become a member of the Panel?

 

You must live or work in or on the border of the Council area of the Panel that you are interested in applying for.

 

There is a Person Specification for the role.  Whilst some understanding of how local government works and approaches to how pay and reward structures are agreed is important, the emphasis is upon being able to represent the public interest and provide an objective and independent view.
