The North Yorkshire Safeguarding Children Partnership (NYSCP) has an exciting opportunity for an innovative individual to join the Business Unit as the Partnership Manager on a temporary contact for a 12-month period.

The NYSCP vision is that all children and young people are safe, happy, healthy and achieving as set out in the NYSCP’s Being Young in North Yorkshire Strategy 2025 - 2028. Through the development of policies, practice guidance and multi-agency training and learning that supports the work of frontline practitioners across the county, the NYSCP works hard to ensure all partners have access to robust safeguarding procedures.

It is an exciting time to join the NYSCP as we consider the changes brought about through the national safeguarding reforms Best Start in Life, Families First and the updates to Working Together to Safeguard Children 2026, focussing on strengthening multi-agency working, maintaining a child-centred approach to whole family work and embedding effective and consistent multiagency safeguarding arrangements.

Areas of work will include but are not limited to:

  • Providing strategic support, overseeing the governance, scrutiny and coordination of the NYSCP Multi-Agency Safeguarding Arrangements.
  • Leading and overseeing statutory safeguarding functions, including safeguarding assurance, development of policies and procedures and multi-agency training and learning.
  • Managing and supporting the Child Safeguarding Practice Review, Child Death Overview Panel (CDOP) and Multi-Agency Child Exploitation (MACE) and Contextual Safeguarding arrangements.
  • Driving a culture of scrutiny, challenge and continuous improvement across partner agencies.
  • Leading and developing a skilled NYSCP Business Unit, maximising influence, quality and impact.

This is an influential system‑leadership role, working closely with senior leaders across the local authority, police, health, education and the wider partnership. We are seeking someone who thrives in complex multi‑agency environments, shares strong strength in relationships safeguarding values, and can work creatively at pace. Using excellent communication and influencing skills the post holder will be able to manage a diverse and demanding workload.

If this sounds like the next role for you, please contact Emma Phillips, Head of Children’s Partnerships and Evaluation Emma.Phillips@northyorks.gov.uk  for an informal discussion.
