Salary: £40,221 - £44,428

Contract: Permanent, Part-time and Full-time contracts available

Location: Hybrid - You can work from home and from one of our office bases in Scarborough or Malton to allow for the reactive nature of the role.

We operate a hybrid model of working, offering the opportunity for our staff to work from home, but also from a base within your ‘patch’ to enable you to be fully immersed within the community in which you will provide your skills and expertise. Bases of work are either Scarborough or Malton to allow for the reactive nature of the post.

 

Role summary…

 

 

The role involves investigating, through site visits and detailed research, alleged breaches of planning control and deciding how to proceed in each case in order to seek to resolve breaches through the use of a range of enforcement tools and communication, liaison and negotiation skills and where necessary preparing reports and taking formal enforcement action to remedy breaches of planning control where appropriate, as well as representing the council at appeals and acting as an expert witness.

 

The post holder will work with colleagues to build relationships and understanding across the Service and the wider Council; supporting each other to deliver excellent cross-service communication and corporate priorities as well as liaising with statutory bodies and other organisations.

 

 

Duties and responsibilities…

 

  • Taking the role of lead officer on complex cases
  •  Take a key role in appeals against Enforcement Notices including the preparation of plans and statements for submission to PINS, and attendance at site visits.
  • Ensuring clear communication with those parties involved in specific cases including parish councils and divisional members.
  • Prepare formal statutorily and regulatory compliant notices and other relevant actions in liaison with the relevant Team Leader and Legal Services. 
  • Prepare, or oversee the production of reports and briefing notes on cases, for Members and Senior Officers.
  • Provide technical direction and supervision to junior members of staff in the investigations of specific enforcement cases.

 

What you will bring…

 

Experience / Qualifications:

 

  • Degree in planning or related subject or proven equivalent level of technical and organisational knowledge in Planning Enforcement.
  • Commitment to Personal Development and evidence of continuing professional development.                               
  •  Evidence of significant experience of working on complex and controversial Planning Enforcement cases. Including an experience of dealing with appeals at hearings or public inquiries.
  • Knowledgeable and competent in the use of IT systems, especially the use of Microsoft Office. 
  • Commitment to Personal Development and evidence of continuing professional development.
  • Good understanding of Data Protection and GDPR.
  • A good understanding of conflict resolution techniques
