We are looking for a Quantity Surveyor to join our Capital Delivery Team to assist with the delivery of a large and diverse portfolio of properties and projects.
Our Service
North Yorkshire Council’s Property, Compliance and Facilities Management Team, overseeing a large portfolio of over 3,000 land and property assets across 3,341 square miles. The portfolio is diverse, ranging from operational offices and buildings to schools, farmland and industrial units.
The Role
Reporting directly to the Capital Delivery Assurance Manager, you will work with a range of Services, Stakeholders and external customers in supporting, coordinating and delivering capital, planned maintenance and compliance projects. These projects will include assets such as Schools, Leisure, Culture, Regeneration and Housing. This will support the Council’s wider Strategic Outputs and Outcomes as Corporate Landlord.
You will play a role in supporting change across Property, Compliance and Facilities Management; supporting colleagues and the wider team in delivering a range of strategies, plans and projects, ensuring that effective project management principles are adopted, aiding delivery, reporting and management communication to ensure success.
You will have experience in the use of sound methodologies (with reference to your professional role and project management) ensuring the Council bring a corporate and uniformed way of delivering projects. You will work within the Council’s wider policies and governance - such as the Financial, Contract and Procurement Rules - assisting with their implementation and review as part of the Council’s continuous improvement.
This post presents an exciting opportunity for both newly qualified (with a minimum of 2 years’ experience) and experienced chartered quantity surveyors. The post encompasses the specialisms and pathways associated with project management and delivery. The post holder will be supported to understand the Council’s estate and aspirations as Corporate Landlord thus further developing their knowledge, understanding, and experience of property, through structured and collaborative team-based training and continuing professional development, as required by the RICS.
What you will bring
You will have a degree/RICS qualification, membership/accreditation and relevant experience within construction project management and delivery – key attributes listed below.
· Demonstrable knowledge, understanding and experience within an identified
RICS pathway.
· Sound knowledge of the construction industry and its operation.
· Knowledge and experience working with various recognised forms of project and property contracts (i.e. JCT, NEC).
· Experience of working with multi-disciplinary professional teams.
· Knowledge and understanding of standard forms of construction contracts, contract documentation, systems and processes.
· Experience of the management of works and services provided by consultants and contractors.
· Experience of procurement and contract management within construction.
· Knowledge of statutory requirements, including requirements in respect of relevant Health and Safety.
· Knowledge and experience of capital programmes and maintenance strategies.
· Participate as a team member of multi-disciplinary Project Teams undertaking Capital and Planned Maintenance Projects.
· Undertake relevant studies and training to gain further qualifications and accreditations as determined by the Management Team.
· Maintain up-to-date knowledge of legislation, contract law, and good practice.
