The Organisation

The York and North Yorkshire Combined Authority was established as a new organisation in early 2024.  It is a public sector employer with access to powers and funding to unlock transport and housing improvements, boost skills provision and help the economy transition to net zero for York and North Yorkshire. The Mayor also holds responsibilities in relation to Policing, Fire and Crime. Making the most of the combined strengths of the city region and rural powerhouse, the Combined Authority is a long-term commitment to shaping a brighter future for generations to come. By working for us you will play a part in making positive changes, unlocking investment, supporting business and communities to thrive and creating new and better opportunities for people that live and work here.

The Opportunity

The York and North Yorkshire Combined Authority is seeking to appoint a Bus Services Manager.  This is a new post that will exercise the Mayor’s wide-ranging powers over bus services in terms of the existing operating model and any future bus reform model that the Mayor may choose to pursue.

The postholder will work closely with colleagues in City of York Council and North Yorkshire Council that are delivering various aspects of day-to-day bus services including supported bus services, bus stations, bus information, Park & Ride and concessionary travel.  The postholder will collaborate with these teams to ensure that Mayor’s priorities for bus services are being delivered.

In addition, the postholder will lead on the consideration of ways to improve bus services in York and North Yorkshire – by expanding the interventions included within our two Enhanced Partnerships and by considering the case for other bus service delivery models.  The postholder will also work closely with the Transport Planning and Strategy Manager to produce a new single Bus Service Improvement Plan for York and North Yorkshire.

This is an exciting opportunity that will offer the successful candidate a chance to work with the Mayor to shape transport bus policies and delivery strategies and develop a delivery team once plans are in place.  Working within a small but growing transport team, this is a great opportunity for a self-starter with good knowledge of the bus operating environment, who wants to contribute to the growth of our team and develop a career within the Combined Authority.

What you will bring

·       Knowledge of the delivery of bus services in a public sector environment.

·       Knowledge of the delivery of associated bus systems and infrastructure including public transport information, bus stops and bus stations.

·       Experience of developing programmes for bus delivery and bus improvement across a range of services, interventions and technologies.

·       Experience of leading and motivating teams and delivering positive outcomes for users.

·       Experience of managing multiple tasks in a complex programme environment.

·       Ability to work in a collaborative manner with both internal and external partners, in order to achieve the Mayor’s priorities, plans and strategies.

·       A relevant transport qualification/accreditation, or a demonstrable equivalent level of previous experience in a similar transport role.

You will be joining a new and developing organisation at an exciting time. The benefits of working for us include:

·       Generous leave entitlement, starting at 28 days plus 8 bank holidays (pro-rota for part time staff)

·       Flexible working practices including working from other locations and from home

·       Local government pension scheme

·       Commitment to staff development and continuous learning
