The Opportunity
The York and North Yorkshire Combined Authority is seeking to appoint an exceptional Contact and Relationship Officer to join our busy Integrated Delivery Unit (IDU). The IDU is a team of project management experts, working across a number of technical teams (housing, transport, skills, Mayoral Challenges) to bring consistency of practice, at a high quality and pace in order to mobilise a wide range of projects and programmes. In the first instance this role will be supporting the Adult Skills team on a number of construction-related packages, however we are seeking an exceptional project/programme management officer who can be sufficiently agile to work across the unit’s requirements.
Importantly you will:
· Often be the face of the Combined Authority when supporting providers; this will include working with City of York and North Yorkshire Councils as core partners, as well as a wide range of delivery partners pivotal to our strategic and operational success.
· Be a critical support within the Integrated Delivery Unit and across Technical Teams within the Economy and Transport Directorate, working with a range of internal colleagues.
· Support Programme Leads (within technical teams), to ensure compliance with all process, governance, assurance and audit requirements. This will include commissioning and procurement, delivering on time and in budget, and monitoring and managing performance to ensure contracted outputs are achieved.
· Have the project management confidence to work across multiple projects and programmes, becoming familiar with the content of some of our core agenda’s over time such as housing, transport, skills, business and community development opportunities
· Complete implementation support throughout the lifecycle of the programmes and projects, compiling regular progress reports, co-ordinating claim information and identifying and working to minimise risks/issues.

· Excellent communication skills, with a good political awareness
· Proven skills working with partners and partnerships to achieve common goals
· Good programme management skills across a range of business support activities, with a knowledge of delivering externally funded programmes, ideally in a local authority setting.
· A flexible approach with the ability to respond effectively to changing circumstances and work on your own initiative.
· The ability to build trusted relationships with internal and external colleagues, partners and stakeholders.
· Confidence in managing and prioritising the demands of a complex and varied workload, taking responsibility for a range of functions.
