Planning Technical Team Leader

Salary: £38,220 - £42,839 per annum

Grade: JK

Contract: Fixed Term – 12 months

Hours: 37 hours per week (open to consider flexible working arrangements)

Location: Northallerton, North Yorkshire – Hybrid/Office base can be flexible depending on candidate

We are looking for a temporary Planning Technical Team Leader, who will work within a team of other supervisors to provide a range of specialist services across the whole of the Planning Service. This role will help us to delivery an ambitious project to move all areas onto one planning system whilst still delivering business as usual and will predominantly manage Planning Assistants focusing on the Development Management workstream, such as validating planning applications.

The Council’s Planning Services play a fundamental role in managing the natural and built environment, ensuring that the future development needs of the county can be accommodated to make it a better place in which to live and work.

It is one of the largest planning functions in the country covering one of the largest geographical areas including national parks, areas of outstanding natural beauty, to small market town and large urban areas. 

The Operations team are responsible for many technical aspects of case processing across the range of responsibilities within the Planning Service – including Development Management, Building Control, Policy & Place, Infrastructure and Delivery, Land Charges, Street Naming & Numbering, data management, system use.

The Role

You will be responsible for the day-to-day management and supervision of a team of up to 10 senior planning assistants and planning assistants to ensure cases are dealt with effectively and efficiently. 

You will manage staff who are dispersed across a large geographical area.   

Work closely with colleagues in Development Management, Building Control, Planning Policy, Infrastructure & Delivery, Land Charges and Street Naming & Numbering Support and to ensure the smooth operation and delivery of all Planning Service functions.  

Responsible for ensuring appropriate resources are allocated to a wide range of planning service tasks and projects to meet agreed deadlines and internal/statutory targets, whilst managing and mitigating risk. 

Responsible for ensuring all work is correctly processed, registered and published in line with the General Data Protection Regulations and associated legislations 

To undertake complex processes including production of sensitive reports, statutory returns, and correspondence. To be an authoritative source of advice and guidance, both for customers and colleagues on services, policies and processes including complex queries.  

To act as the ‘Go to Person’ providing advice and support to operational staff to underpin ‘new ways of working’. To contribute to the continuous improvement of procedures and processes and identification of potential efficiencies.  

Ensure the maintenance of high-level confidentiality in teams dealing with confidential and sensitive matters. 

Liaise with planning service managers to ensure that the delivery of the service meets their requirements to ensure that your team(s) meets their targets  

What you will bring

Ideally you will have previous knowledge or experience working within the Planning and Building Control work areas or experience of leading teams. 

A "can do" attitude

You will ideally have experience working in a fast paced and dynamic environment with systems and data, knowledge of process improvement, be able to manage and prioritise your own workload.  

You should be an effective communicator who has the ability to work and relate with customers at all levels, someone who is organised with effective time management skills. 

You will have experience working within a team environment, providing advice and guidance to others to help resolve complex queries with a good attention to detail.  

The ability to negotiate and influence others is an essential skill for this role, as is being a confident decision taker.
