Location: Hybrid working – office base in Leeming Bar Highways Depot, but expectation to travel across the county when required

We are looking for a motivated manager capable of operating with significant commercial acumen who can steer the team and work with a combination of established and innovative technologies across the varied landscape of rural North Yorkshire ranging from our two national Parks, areas of outstanding beauty (AONB) and beautiful coastal locations to vibrant towns and communities.

 

This is an extremely exciting time to join us as we are now well established and into the second year of the unified North Yorkshire Council. The Electrical Engineering Team is a key resource within the Environment Directorate that incorporates a number of engineers, technicians and support staff working alongside our Teckal contractor (NY Highways) and a partner consultant.  With an overall budget of circa £9m, our core functions are to deliver capital programme infrastructure and other projects, maintenance of the electrical infrastructure and to provide a successful street lighting design/build service for numerous external clients. The team also collaborates with NY Highways to provide a commercial maintenance service to Parish and Town councils within North Yorkshire.

The Role

 

As our Electrical Engineering Manager, you will develop and manage the planning, statutory procedures, procurement, maintenance and policy associated with our electrical assets. You will lead the design team that provides a successful design & build service for a number of external clients together with street lighting and illuminated sign projects, floodlighting: both architectural and for sports facilities, amenity and decorative lighting schemes, and discrete lighting projects designed to complement the National Parks’ Dark Skies initiatives. You will also be responsible for the development, assessment and implementation of energy reduction initiatives associated with the council’s electrical assets.

 

The annual energy costs associated with the council’s highway electrical assets exceeds £4million; whilst significant inroads have already been made to reduce this financial burden there is still more that can be done. 

 

We have recently commenced a £2.4million renewals project that aims to deliver over £400k annual energy savings. The three-year project will see the replacement of around 5,000 assets, across North Yorkshire, with energy efficient LED technology to complement the 55,000 assets already converted to LED.  

 

You will also be the Council’s nominated Duty Holder for all highway electrical activities.

 

What you will bring

 

You must have extensive management skills, with a proficient knowledge of highway and other electrical assets including street lighting, illuminated signs, floodlighting and decorative lighting. You will also have experience in project management, strong stakeholder engagement ability, experience in contract management and an ability to speak as an informed client on a technical basis, including as an expert witness if required. 

 

You will have excellent oral and written communication skills with the ability to liaise with multi agency partners, funding bodies, political leaders and public in achieving best project outputs and their support. You will be collaborative and embracing of the positive team culture, supporting colleagues & service managers in the delivery of our projects that contribute to wider service and council objectives.  You will have the ability to problem solve and find practical solutions, possess analytical and decision-making skills as well as excellent organisation skills. You will also have strong ICT skills including the use of a number of different asset management and design software packages. 

 

Ideally, we are looking for someone with a degree in electrical engineering, however this is not essential, as long as you hold a qualification in electrical engineering along with significant demonstrable experience in electrical engineering installation and maintenance alongside experience in project management.
