About the Role

North Yorkshire Council is seeking a highly skilled Revenues professional to play a pivotal role in the delivery of Council Tax, Business Rates and BID charges administration across the county.

 

In this role, you will provide operational leadership, expert decision‑making and financial control within the Revenues service. While your focus will be on one specialist area, you will maintain a clear understanding of the wider Revenues landscape and contribute to the overall priorities of the service.

 

This is a role with real responsibility. The decisions you make and the advice you provide carry reputational and financial significance for the Council, particularly when representing the authority at Valuation Tribunal hearings, courts and other formal arenas. You’ll act as the escalation point and assist on the more complex and intricate cases.

 

Your office base will be one of the key NYC offices (Northallerton, Harrogate, Selby or Scarborough) depending on which is most convenient for you and in line with the needs of the service. This can be discussed at interview stage.

 

Working with Others

Success in this role depends on collaboration. You’ll build strong relationships with colleagues across Customer, Revenues & Benefits, other council directorates, government bodies, and statutory and voluntary sector partners.

 

As an active member of the peer Team Leader group, you’ll promote the council’s values and behaviours, encouraging a positive, customer‑focused culture. You will act as a role model for engaging and empowering customers, ensuring their voice is heard and reflected in how services operate.

The role also involves negotiating payments with customers, enforcement agents and external agencies, often in sensitive or challenging circumstances. Your ability to balance empathy with firm, lawful decision‑making will be essential.

 

What you can Bring

You’ll bring advanced knowledge of Revenues legislation and practice, with the ability to interpret and apply new legislation confidently and accurately. You’ll have practical experience working with Council Tax and/or Business Rates legislation and a strong track record of preparing legally sound cases for Valuation Tribunal hearings.

 

Additionally, key skills include;

  •  Excellent written and verbal communication skills, with the ability to engage effectively with customers, colleagues and official bodies
  •  Confident in using ICT systems and managing information accurately
  •  Strong problem‑solving skills and the ability to use initiative
  •  Ability to deal sensitively and professionally with members of the public
  •  Experience contributing to service improvement and change
  •  Able to work under pressure while maintaining accuracy and attention to detail
  •  Skilled at interpreting and applying legislation to real‑world situations
