The Opportunity
The York and North Yorkshire Combined Authority is seeking to appoint a Senior Sustainability Officer for 6 months, to support the finalisation of York and North Yorkshire’s draft Retrofit Strategy. York and North Yorkshire have the ambition to be England’s first carbon negative region, unlocking tangible benefits for communities and businesses. The postholder will play a critical role in the delivery of this ambition – with the main aim of the role to support the development and delivery of a Retrofit Strategy that will support York and North Yorkshire become England’s first carbon negative region.
The postholder will be expected to work towards the following key objectives:
- Lead the development of York and North Yorkshire’s Retrofit Strategy, ensuring the Strategy is finalised and adopted by Summer 2026. This should include:
o Incorporating feedback from the 2025 public consultation into the draft;
o Leading the governance process for the Combined Authority to sign off the document, and supporting governance processes for key partners (such as North Yorkshire Council and City of York Council);
o Carrying out effective stakeholder engagement, including with central government around the Warm Homes Plan and engaging with relevant groups and boards;
o Launching the Strategy with assistance from the YNYCA communications team, ensuring it is communicated clearly to the general public and stakeholders.
- Lead the creation of a costed implementation plan for the Retrofit Strategy, finalised by July 2026. This should include:
o Clear roles and responsibilities for key partners;
o Detail of where funding and capacity is required, and plans for this;
o Methods for measuring progress.
This role may also be offered as a secondment – please include details of this in your application.
What you will bring
- Specialist knowledge of renewable energy generation and heat decarbonisation, and wider sustainability agenda (e.g. circular economy, natural capital);
- Knowledge of renewable energy, circular economy, environmental and clean growth agendas at local regional and national levels;
- Experience of strategy or policy development within a sustainability context;
- Educated to a degree level or equivalent experience in a relevant subject;
- Experience of partnership working across a range of public and private organisations;
- Experience of report writing.
