Supporting the Team Leader and Manager in the procurement and delivery of Compliance and Capital Works Contracts, and internal service level agreements.
Our Service
North Yorkshire Councils Housing Standards team are responsible for ensuring the Council’s social housing portfolio of circa 8,400 dwellings is maintained to meet all current statutory, regulatory, and legislative and good practice standards.
The team will concentrate on the effective and efficient delivery of a vast array of contractor delivered works including but not limited to – Compliance, Cyclical and Capital – Gas Safety / Heating PPM, Heating Audits, Fire Safety, Asbestos Testing and Removal, Water Quality, Electrical Safety, LOLER / PUWER, Solar PPM
The role
The Housing Standards Team are looking for Contract Supervisors to carry out service procurement and contract management of contracts for the Compliance and Capital Contracts team from our Base in Selby.
As a Contract Supervisor Senior level, you will:
· Take responsibility for own area of work, ensuring behavioural, quality and safety standards are adhered.
· Liaise regularly with tenants and a variety of providers, suppliers, and contractors.
· Seek to always deliver best value ensure that work is carried out safely, to the required specification and that it complies with all current service standards, codes of practice and legislation.
· Carry out all aspects of day-to-day contract management of high value and complex contracts.
· Apply for warrants if access denied for compliance / safety works and attend court as necessary.
· Develop new contracts as required to ensure the service meets its targets.
· Regularly liaise with procurement for the forward planning of contracts
· Work with external framework providers on high value contracts
· Attend working groups to contribute to the development of future frameworks.
· Work with internal service providers to ensure quality of service and developing service improvement.
· Collaborate with the centralised procurement and contract management team, as the service lead in the procurement process, ensuring industry best practice, corporate social responsibility and sustainability relating to the Housing Strategy is incorporated into all new contracts.
· Draft complex specifications, liaising with procurement on these requirements.
Post holders must keep up to date with all compliance, health, and safety related guidance and actively engage in the development of the service through continuous improvement initiatives.
The role involves spoken and written communication, so a confident use of the English language is required.
Post holders must have the ability to travel across the housing stock localities when required.
Professional Qualifications
Post holders must be working towards / or be willing to train to obtain the Qualifications below –
· IWFM Level 4
· IOSH Managing Safely
· Prince2 Practitioner
Other qualifications will be considered, to be discussed during an informal conversation.
Additional building or construction related qualifications appropriate to the contracts being managed would be an advantage.
