The York and North Yorkshire Combined Authority was established as a new organisation in early 2024.  It is a public sector employer with access to powers and funding to unlock transport and housing improvements, boost skills provision and help the economy transition to net zero for York and North Yorkshire. The Mayor also holds responsibilities in relation to Policing, Fire and Crime. The Opportunity

The York and North Yorkshire Combined Authority is seeking to appoint a Pipeline Officer.

 

The Combined Authority has recently adopted an Investment Framework, which sets out the organisations intentions to strengthen existing investment, attract further investment and ensure projects are prioritised that have a strong strategic fit. A key part of this role will be embedding the principles of this within the organisation and ensuring a strong pipeline of investible projects is in place. An Investor Forum has also been recently established, convening both public and private sector financial institutions and it would be expected that this role would help to drive forward the Forum.

 

What you will bring

  • Good understanding of investment planning and project development.
  • Strong partnership working and ability to manage conflict.
  • Experience of developing and delivering successful investment propositions.
  • Ability to judge investor-readiness of projects and programmes.
  • Proven experience of working on economic investment projects and programmes.
  • Ability to manage a range of stakeholders at different seniority levels.
  • Proven experience of developing and managing funding proposals.
  • Financial management skills, including analysis of complex financial information.
