The Opportunity
The York and North Yorkshire Combined Authority is seeking to appoint a Bus Reform Officer. York and North Yorkshire is a national rural bus franchising pilot area, where a range of established and innovative forms of bus franchising will be examined in a rural setting to determine how a bus franchising model for different rural areas could work. This post holder will oversee five initial pilot studies in different rural settings, then build a case for further rural bus franchising activity as part of DfT’s national programme. The post holder will need to oversee the work of consultant, bring their knowledge of the bus industry to bear in influencing the pilot work programme and provide a first point of contact for DfT officials and their programme consultants.
The post holder will be integrated into the newly developing Bus Services team within the Combined Authority and engage in the work of that team, while maintaining a focus on the rural bus franchising pilots. This is an exciting role that will offer the successful candidate a chance to work in an exciting and innovative field, creating new learning for the Mayor, our Combined Authority and transport authorities across England. Working within a small but growing team, this is a great opportunity for a self-starting transport professional with knowledge of the bus industry and/or the workings of local transport authorities, who wants to contribute to the growth of our team and develop a career within the Combined Authority.
What you will bring
· Knowledge of how the current bus industry model works and how bus networks and fares are determined.
· Knowledge of options to reform bus services including some awareness of bus franchising options.
· Knowledge of how to manage consultants in order to achieve good outcomes and outputs.
· Knowledge of the principles and practices of effective people management, excellent customer service, appropriate risk management and budget management.
· Experience of managing multiple tasks in a complex programme environment.
· Experience of working within a dispersed staff group.
· Ability to work in a highly open and collaborative manner in order to achieve outcomes that deliver the Mayor’s priorities, plans and strategies.
· A relevant transport or programme management qualification/accreditation, or a demonstrable equivalent level of previous experience in a similar transport role.
