Salary: £35,745 - £40,221 per annum

Grade: JK

Contract: Permanent

Hours: Full-time

Working pattern:  Monday to Friday, very occasional weekend working by agreement

Location: Northallerton – Hybrid – work from home/office/sites.  Office base ideally Northallerton but could be accommodated at another Council office base.

Are you looking for a role that can make a real difference to the service provided to customers at our network of 20 Household Waste Recycling Centres? If so, you are just what we are looking for!   Our network of 20 HWRCs handles approx. 60,000 tonnes of waste and receives around 1 million customer visits every year.   We are looking to recruit a highly motivated individual to help shape the household waste recycling centre service for the future.  This is an exciting time to join us as we develop innovative solutions to drive up performance and consider future service provision.

In this role you will:

  • Lead on the day to day contract management and operational monitoring of all Household Waste Recycling Centres.
  • Work closely with and develop good relationships with the HWRC Contractor managers and staff to ensure that the service meets the Council’s expected quality and specification.
  • Supervise and coach contractor staff to ensure they provide an effective, customer focussed service, challenging work practices as required.
  • Monitor the compliance of all Council’s trade, chargeable and vehicle policies and ensure they are enforced, and all payments are taken across sites.
  • Organise delivery of repairs, maintenance, design and construction works for new and existing HWRC site infrastructure.
  • Monitor health and safety across the network, and work with the contractor to investigate accidents and incidents and identify remedial action, liaising with the Council’s health and safety team as necessary to ensure customers and staff are protected.
  • Play an active role in transformation projects that may change the way that the service is delivered in future and be responsible for delivering actions that are assigned to you.
  • Assist the Contracts and Compliance Manager in determining the strategic approach to HWRC provision.

You will be required to positively contribute to HWRC transformation projects in a customer focused environment working with colleagues, contractors and other service areas to develop and implement proposals.

There will also be the opportunity to be involved in wider service change and implement new reuse or recycling schemes to expand our service offer or which affect our HWRC service as a result of changing legislation or council policy.

The successful applicant will be able to communicate in an appropriate manner with members of the public, councillors, contractors and their staff, changing the manner and method of delivery as relevant to the audience.  You will maintain a high level of professionalism and exhibit this whilst interacting with the HWRC operatives so they can observe and model expected behaviour.  There will be the opportunity to work with a wide range of colleagues within the team, across the council and also externally with contractor staff and partner agencies.  You will be able to manage your own complex workload and balance competing deadlines.  You will have knowledge of waste management legislation, be confident to work alone on sites, and be able to drive around the county to visit our diverse network of household waste recycling centres.

Working for us:

When you join us, you are entitled to our outstanding benefits and wellbeing plan as part of your position.

  • Our holiday entitlement starts at 28 days rising to 34 days (pro-rata) per year with continued service, plus public holidays.
  • Pension: save for your retirement with our generous local government pension scheme.
