The Opportunity
The Senior Strategy Manager for Housing and Place will lead a team that will develop these opportunities, working in close collaboration with both City of York Council and North Yorkshire Council to ensure the Combined Authorities housing and place objectives are met.
The postholder will sit within the Strategy Team of the Economy Directorate, reporting to the Head of Strategy within the Combined Authority. Partnership and collaboration are at the heart of the operating model for the Combined Authority and the post will be expected to lead a positive culture, working closely across the wider Economy Directorate, understanding the enabling role of housing in delivering the wider economic agenda and reflecting the influence wider economic growth ambitions have on future housing demands.
This is a key role in supporting the development of innovative solutions to address housing challenges and promote good place making. The Postholder will establish relationships with key strategic stakeholders such as Local Authorities, Ministry of Housing, Communities and Local Government, Homes England, the local Housing Partnership and developers.
This job is a politically restricted post as defined by the Local Government and Housing Act 1989.
What you will bring
· Significant experience within a local Authority or similar setting, specifically in strategic housing and planning.
· Experience of developing and maintaining highly effective external partnerships, based on both funding relationships and on influencing.
· A background in policy development and project management in a complex multi-stakeholder environment.
· Proven experience of developing and managing funding proposals.
· Experience of developing and delivering successful change in a complex statutory, financial and multi-stakeholder environment.
· Proven record of planning and delivering large projects with a range of stakeholders.
· Confidence in writing and presenting proposals at a senior level including to Chief Executives and Boards.
