Contract and Relationship Officer: York and North Yorkshire

Salary: £37,035- £41,511

Contract:  Fixed Term until 31st March 2028

Location: Hybrid Working - Central York (substantive base), with the ability to work out in the field provisionally within one of three identified patches:

·       East and North of North Yorkshire

·       West and South of North Yorkshire

·       City of York and West of North Yorkshire

 

All 3 posts available will be expected to support each other so travel across North Yorkshire and into York will be expected.

We are looking for 3 experienced Officers to join our Economy Directorate at the York and North Yorkshire Combined Authority.

 

Who we are

 The York and North Yorkshire Combined Authority (Y&NYCA) is an independent Authority with the elected York & North Yorkshire Mayor at its helm.  It is governed by a partnership approach between North Yorkshire Council and City of York Council that brings together the private sector, local authorities, academic, voluntary sector and a wide range of stakeholders, businesses and institutions.

 

The pace at which YNYCA is developing is significant; we continue to successfully develop and grow our position within the region, securing and managing a wide range of government and local agendas.  This growth requires us to have the right people, in the right posts, at the right time.  To this end, we are seeking to appoint an exceptional Contract and Relationship Officer to join our Strategy Team and ensure we have a strong and flexible team to support the implementation of our work.  The opportunity to extend the team follows successful planning of our Mayoral Investment Funds and our need to identify an individual to lead on the implementation of our ‘Great Places’ programmes as part of the Economy Directorate’s development of services. 

 

The role 

As a Contact and Relationship Officer you will support the practical implementation of programmes and activities in the field, as developed through the Combined Authority’s investment funds.  

 

Additionally you will:

·       Be the face of the Combined Authority in the field, as work around the ‘Great Places’ theme develops; this will include working with City of York and North Yorkshire Councils to ensure a new and innovative style of ‘Plan for Every Town’ and the Mayor’s ‘Vibrant and Sustainable High Street’ fund are embedded in the first instance

·       Be a pivotal support within the wider Business Support teams of both Councils, working with a range of internal and external partners and stakeholders.

·       Support the Great Places Programme lead, to ensure compliance with all process, governance, assurance and audit requirements. This will include commissioning and procurement, delivering on time and in budget, and monitoring and managing performance to ensure contracted outputs are achieved.

·       Provide a ‘first line of contact’ within a geographical area, ensuring the ambitions of the Combined Authority are disseminated and embedded within local actions; including co-ordinating activity with multiple organisations, including Local Authorities staff teams, local partners and businesses.

·       Develop cluster networks to ensure best practice is shared and wider geographical partnerships and contacts are made to support sustainability and onward learning

·       Complete implementation support throughout the lifecycle of the programmes, compiling regular progress reports, co-ordinating claim information and identifying and working to minimise risks/issues.

 

What you will bring 

·       Excellent communication skills, with a good political awareness

·       Proven skills working with partners and partnerships to achieve common goals 

·     Good programme management skills across a range of business support activities, with a knowledge of delivering externally funded programmes, ideally in a local authority setting.

·       A flexible approach with the ability to respond effectively to changing circumstances and work on your own initiative.

·       The ability to build trusted relationships with internal and external colleagues, partners and stakeholders.

·       Confidence in managing and prioritising the demands of a complex and varied workload role, taking responsibility for a range of functions across a number of programmes.

·       Excellent IT skills with knowledge of Microsoft packages such as Excel, Word, Outlook and PowerPoint, with the ability to produce clear and concise reports.
