The Opportunity
The Council are looking to appoint a HR Business Partner to provide professional challenge and support to a portfolio of a commissioned service to York and North Yorkshire Combined Authority (the Combined Authority). You will assist the organisation’s leadership to manage, develop and evaluate workforce performance, identify priorities for improvement and plan effective change.
The York and North Yorkshire Combined Authority was established as a new organisation in early 2024. It is a public sector employer with access to powers and funding to unlock transport and housing improvements, boost skills provision and help the economy transition to net zero for York and North Yorkshire. The Mayor also holds responsibilities in relation to Policing, Fire and Crime.
As the HR/OD Business Partner, you will work with senior managers to support the efficient and effective delivery of their Service Plans aligned to the Corporate Workforce Strategy, leading on the delivery of corporate initiatives as appropriate. You will be responsible for contributing to strategic change management initiatives, projects and plans with senior managers at an exciting time for the Combined Authority who are still in their infancy as an organisation.
Additionally, you will:
- work closely with Leadership Teams in order to develop an HR agenda that closely supports the overall aims of the Combined Authority.
- provide a proactive workforce performance focus in support of the wider organisation, enabling managers to move to greater self-service and independence.
- work closely with senior managers to support the continuous review, reshaping and refocusing of objectives and priorities within services and across the wider organisation.

What you will bring
· Membership of CIPD or eligibility with equivalent experience desirable.
· Previous experience of both HR and OD Business Partnering, ideally within a local authority or public sector setting.
· Proven success in embedding values and behaviours and building a positive and inclusive culture is ideal.
· Experience of leading organisational change management programmes highly desirable.
· Confidence in working with managers at a senior level
