Location: Hybrid Working - Central York (substantive base), with the ability to visit Northallerton and sites across the county as required.

We are looking for an experienced Officer to join our Economy Directorate at the York and North Yorkshire Combined Authority.
Who we are
The York and North Yorkshire Combined Authority (Y&NYCA) is an independent Authority with the elected York & North Yorkshire Mayor at its helm. It is governed by a partnership approach between North Yorkshire Council and City of York Council that brings together the private sector, local authorities, academic, voluntary sector and a wide range of stakeholders, businesses and institutions.
The pace at which YNYCA is developing is significant; we continue to successfully develop and grow our position within the region, securing and managing a wide range of government and local agendas. This growth requires us to have the right people, in the right posts, at the right time. To this end, we are seeking to appoint an exceptional Programme Management Officer to join our Strategy Team and ensure we have a strong and flexible team to support the implementation of our work. The opportunity to extend the team follows successful planning of our Mayoral Investment Funds and our need to identify an individual to lead on the implementation of our ‘Great Places’ programmes as part of the Economy Directorate’s development of services.
The role
As a Programme Management Officer you will support the development and implementation of programmes and activities being offered by the Combined Authority’s negotiated investment funds. Additionally you will:
- Lead the implementation of the work emerging under the theme of ‘Great Places’; this will include working with City of York and North Yorkshire Councils to ensure a new style of ‘plan for every town’ and the Mayor’s ‘Vibrant and Sustainable High Street’ fund in the first instance
- Be a pivotal support within the team, working with a wide range of internal and external partners and stakeholders.
- Ensure compliance with all process, governance, assurance and audit requirements. This will include commissioning and procurement, delivering on time and in budget, and monitoring and managing performance to ensure contracted outputs are achieved.
- Provide a ‘first line of contact’ within this area of work, co-ordinating activity with multiple organisations across York and North Yorkshire, including Local Authorities, Government Departments, Sub-National Government Bodies, local partners and businesses.
- Complete implementation support throughout the lifecycle of the programmes, compiling regular progress reports, co-ordinating claim information and identifying and working to minimise risks/issues.
What you will bring
- Excellent communication skills, with a good political awareness
- Good programme management skills across a range of business support activities, with a knowledge of delivering externally funded programmes, ideally in a local authority setting.
- A flexible approach with the ability to respond effectively to changing circumstances and work on your own initiative.
- The ability to build trusted relationships with internal and external colleagues, partners and stakeholders.
- Confidence in managing and prioritising the demands of a complex and varied workload role, taking responsibility for a range of functions across a number of programmes.
- Excellent IT skills with knowledge of Microsoft packages such as Excel, Word, Outlook and PowerPoint, with the ability to produce clear and concise reports.
