The Opportunity

The York and North Yorkshire Combined Authority is seeking to appoint a Transport Programmes Manager.  This is a new post that will be responsible for creating, sifting, prioritising and seeking agreement for transport investment programmes across a range of funding streams.  The postholder will also lead on the monitoring of delivery, outputs and outcomes for the components of these programmes, ensuring that the duties placed on the Combined Authority to achieve timely delivery and good value for public money are achieved.  In its role as Local Transport Authority, the Combined Authority is now the conduit for over £100m of funding every year, the postholder will lie at the heart of decisions and priorities for that funding, reporting to the Director of Transport.  This is an exciting role that will offer the successful candidate a chance to work with the Mayor to take our emerging transport policies for our area and make them come alive through carefully considered and deliverable transport programmes that will often be capital investments, but will also be longer term revenue funded programmes too.  Working within a small but growing team, this is a great opportunity for a self-starter with transport planning and programme management knowledge, who wants to contribute to the growth of our team and develop a career within the Combined Authority.

 

What you will bring

  • Knowledge of current transport planning practices in respect of developing plans, strategies and programmes.
  • Knowledge of how transport programmes are created, prioritised, agreed and delivered in a highly collaborative manner.
  • Knowledge of the principles and practices of effective people management, excellent customer service, appropriate risk management and budget management.
  • Experience of producing transport-related programmes in a public sector environment.
  • Experience of managing multiple tasks in a complex programme environment.
  • Experience of managing and motivating a dispersed staff group.
  • Ability to work in a highly open and collaborative manner in order to achieve outcomes that deliver the Mayor’s priorities, plans and strategies.
  • A relevant transport or programme management qualification/accreditation, or a demonstrable equivalent level of previous experience in a similar transport role.
