The Organisation
The York and North Yorkshire Combined Authority was established as a new organisation in early 2024. It is a public sector employer with access to powers and funding to unlock transport and housing improvements, boost skills provision and help the economy transition to net zero for York and North Yorkshire. The Mayor also holds responsibilities in relation to Policing, Fire and Crime. Making the most of the combined strengths of the city region and rural powerhouse, the Combined Authority is a long-term commitment to shaping a brighter future for generations to come. By working for us you will play a part in making positive changes, unlocking investment, supporting business and communities to thrive and creating new and better opportunities for people that live and work here.
The Opportunity
The York and North Yorkshire Combined Authority is seeking to appoint a Transport Planner. As a new authority, we have a duty to develop a new Local Transport Plan as well as a range of supporting policy and strategy documents. We also need to develop programmes of schemes and interventions to deliver those policies. The post holder will work with the Transport Planning and Strategy Manager to produce this suite of policies and programmes, using their knowledge of the transport world to produce an approach to transport that is visionary, focused on the transport needs of individuals and businesses, and grounded in short term and long term delivery plans. No day will be the same – you will be working with stakeholders, using your writing skills, briefing the Director of Transport and the Mayor, or attending meetings with local transport interest groups. You will be working across transport subjects, supporting the whole Directorate from time to time on a variety of tasks. Working within a small but growing team, this is a great opportunity for a self-starting transport professional who want to contribute to the growth of our team and develop a career within the Combined Authority.
What you will bring
- Knowledge of transport planning principles and practices, adopting a vision-led approach using national guidance and research associated with transport policy development.
- Knowledge of how transport interacts with land use, net zero and housing ambitions.
- Knowledge of how transport funding programmes are developed and delivered.
- Knowledge of the principles and practices of effective people management, excellent customer service, appropriate risk management and budget management.
- Experience of managing multiple tasks in a complex programme environment.
- Experience of working within a dispersed staff group.
- Ability to work in a highly open and collaborative manner in order to achieve outcomes that deliver the Mayor’s priorities, plans and strategies.
- A relevant transport or programme management qualification/accreditation, or a demonstrable equivalent level of previous experience in a similar transport role.
You will be joining a new and developing organisation at an exciting time. The benefits of working for us include:
- Generous leave entitlement, starting at 28 days plus 8 bank holidays (pro-rota for part time staff)
- Flexible working practices including working from other locations and from home
- Local government pension scheme
- Commitment to staff development and continuous learning
